Naples 2045 Comprehensive Plan Update

About the Project

The last major update to the City of Naples Comprehensive Plan was adopted in November 2018 by Ordinance 2018-12426. Over the years, City leaders have discussed the need to more thoroughly review and modify the Plan but determined that it was necessary to focus on other priorities. In August 2024, the City adopted amendments to its Comprehensive Plan to update the Vision Element as well as comply with changes to state statutes since the last evaluation of the Plan. The City is now ready to pursue elective changes to the Comprehensive Plan and has engaged the service of a consultant team to lead the planning effort: Johnson Engineering, LLC; Clarion Associates, LLC; CMA Outreach, Inc.; and Erin L. Deady, P.A.

Over the next 22 months, the City of Naples will be working with the community to review and update its Comprehensive Plan to reflect its updated Vision and to address new and emerging concerns, including resiliency, balancing redevelopment with preservation of the small-town charm and character that makes Naples special, and managing the pressure of growth and development beyond the City borders upon City resources and infrastructure.

What is the Comprehensive Plan?

The Comprehensive Plan is a “blueprint” policy document that local governments must adopt to guide long-range planning decisions on the future growth and sustainability of the City through the next twenty years. It provides the City’s vision and goals, identifying priorities and the steps to achieve those objectives. In addition, it recognizes current and anticipated needs for improvement in public infrastructure and community services and outlines the strategies to ensure that enhancements will be made in a timely fashion to meet future demand.

The City of Naples Comprehensive Plan Amendment project, Naples2045, is anticipated to be a 22-month planning process beginning in March 2025, and concluding with adoption by City Council and transmittal to the relevant state agencies for review in Fall 2026. There are seven phases to the project, which include substantial community outreach and engagement. A variety of opportunities will be available for the public to participate in the planning process, including in-person and virtual engagement, public workshops and hearings, as well as surveys, questionnaires, and commentary on draft documents.

What is the Naples 2045 Comprehensive Plan Update?

The Naples 2045 Comprehensive Plan Update is the planning process to evaluate and update the city’s long-range plan . The last major update to the City of Naples Comprehensive Plan was adopted in November 2018 and recent Plan amendments to align with state statues and update the Vision Element were adopted in 2024. The Naples 2045 process provides an opportunity to envision the future of the City for the next two decades, create policies to reinforce that vision, and an action strategy to achieve it.

A comprehensive plan is a long-term, policy guide that expresses the values and aspirations of a community. It provides principles, guidelines, standards and strategies for the orderly and balanced future economic, social, physical, environmental and fiscal development of the city that reflects community commitments to implement the plan through its elements. It establishes the long-term vision and expresses the City’s aspirations for the future; goals and desired outcomes for each of the plan topics; objectives to measure progress on a goal; and policies to achieve the goal.

The plan is a tool to prepare for and manage change, while promoting sustainability of the City. It acts as a guide for decision-makers. And can serve as a foundation for budgeting decisions, Land Development Code updates, infrastructure investments, and more.

According to Florida State Law, every city and county must have a comprehensive plan that serves as the policy foundation for land use and other policy decisions within a jurisdiction’s boundaries (Florida Statute 163.3177). Cities are required to prepare, adopt, and amend comprehensive plans and implement them with appropriate land development regulations. By planning for our future, we can achieve Naples’s vision and mission of protecting community character, providing quality services to our community members, coordinating future land uses, and managing growth. The plan is a common point of reference for elected decisionmakers, the public, development applicants, and City staff.

The State of Florida requires that all comprehensive plans must, at a minimum, contain the following elements (chapters):

  • Capital Improvements
  • Future Land Use
  • Transportation
  • Sanitary Sewer, Solid Waste, Drainage, Potable Water, And Natural Groundwater Aquifer Recharge
  • Conservation
  • Recreation and Open Space
  • Housing
  • Coastal Management
  • Intergovernmental Coordination
  • Property Rights

These elements of a comprehensive plan will contain subsections of Goals, Objectives, Policies, and Strategies to further provide a guideline of each element and share how the City intends to accomplish each goal. Cities must conduct an evaluation and appraisal review (EAR) of their adopted Comprehensive Plan every seven years to ensure it is consistent with current state regulatory requirements and reflects current conditions.

Naples’ Comprehensive Plan and Land Development Code are two distinct tools that work together to ensure that community policies and regulations align with the City’s long-term vision, supporting sustainable and beneficial growth.

The Comprehensive Plan is a policy document that sets out the vision and goals for a community and includes the City’s growth strategy for the next 10–20 years based on public and stakeholder input. The Plan assesses physical, economic, and social attributes of the City based on an evaluation of professionally acceptable data and analysis which serves to inform development of the plan. The Plan will identify challenges, and propose solutions that balance community character, growth, sustainability, and quality of life.

In contrast, the Land Development Code is the principal regulatory tool for implementing the Comprehensive Plan. It establishes regulations that specify the type, scale, and intensity of land uses and other development standards  that must be followed within certain zoning districts. These standards typically include building height, lot sizes, density, parking, landscaping, property setbacks, and other provisions. The  Land Development Code may be updated in the future to reflect the new policy guidance to be included in the Naples 2045 Comprehensive Plan.

Community resilience is the ability of a community to prepare for anticipated natural hazards, adapt to changing conditions, and withstand and recover rapidly from disruptions.

Community resiliency is important to proactively plan ahead to reduce the impact of disruptions to people, infrastructure, natural systems and services and make more effective policy and capital project decisions that will:

  • Reduce health, safety and welfare threats
  • Reduce the time it takes for the community to recover after an event or respond to changing conditions
  • Reduce economic impacts
